The answer to the rowboat question is sketchy and varies. Let's consider the mass thrown overboard an "anchor"
(1) no change in lake level when anchor dumped overboard has average density equal lake water OR LESS
(2) but lake level drops when anchor density exceeds lake water...imagine instead that a quarter coin equals 1 ton weight and is dumped overboard. Boat jumps up equal 1 ton less displacement and shoreline drops equal 1 ton less displacement (similar hydraulic cylinder). Meanwhile, adding quarter coin to lake volume has minuscule water level rise.
(3) lake level never rises until there's a net gain to combined 'system' either by directing adding something into lake (like rocks) or by indirectly adding something into lake (like more stuff into rowboat). Some guys might say that the lake level would rise if a light weight anchor (less dense than lake water) was held under water, but this riddle precludes this via sly meaning of "dump".
It's a trick question that requires a logical approach to summing events.

The displacement should be the same.
The weight dumped over will be compensated by the boat having less weight and rising out of the water.
